If a student does not belong to the state of Karnataka then he/she can not take the Karnataka CET unless

Follow up:

one of the parents of the student is a part of the Defence and has served in that city for a period of 1 (one) year leading up to the exam and that the student has passed his 2nd PUC from a Government Institute or one recognised by the government. The student will have to produce documents like SSLC Marks card, 12/PUC marks card, a letter from head of educational institute confirming that the student studied there and an employment certificate from the Defence stating the dates of parents employment. (Date of joining to Till date)
